NCCOB licenses mortgage lenders, brokers and servicers under Article 19B, rewritten effective 1 October 2025: the bond scales with your North Carolina volume and any increase is due 31 May, and a change of control needs the Commissioner’s prior written consent.

- Regulator
- North Carolina Commissioner of Banks. Filings run through NMLS.
- Renewal
- Expires 31 December. Renewal opens 1 November. The renewal section sets no flat company fee at all: it names one for originators and processing registrants only, because companies are funded through the annual assessment instead. Fee No flat company fee; an annual assessment instead. N.C. Gen. Stat. § 53-244.101
- Missing the deadline
- A company that misses 31 December pays a $250 late fee. Reinstatement closes on 1 March, after which the Commissioner requires you to meet the requirements for an initial licence: a new application, not a late renewal. N.C. Gen. Stat. § 53-244.101
- In-state office
- No North Carolina office, but two real constraints most states do not have: the principal office must be located in the United States, and the principal place of business may not be an individual’s home or residence. N.C. Gen. Stat. § 53-244.050
- Branches
- Branches are registered through NMLS rather than licensed, with an address and a designated branch manager, and there is no flat branch fee: you pay the actual cost of that manager’s credit report, background checks and NMLS processing. Servicers register no branches. N.C. Gen. Stat. § 53-244.090
- Change of control
- Prior written consent. Control may not be acquired through a stock purchase, merger or other device without it, and the Commissioner must withhold consent if any ground for denial applies to the acquirer. Control is presumed at 10 percent of a class of voting securities. N.C. Gen. Stat. § 53-244.100
- Mortgage call report
- Reports of condition go to both the Commissioner and NMLS, in whatever form either requires. For a large servicer the same filing decides regulatory status: the loan count in the Mortgage Call Report is what makes it a covered institution. N.C. Gen. Stat. § 53-244.108
